Computerization Of Paddy Procurement
Disposal of paddy procured is made by custom milling. Process prescribed for custom milling is as under
Paddy procurement under Price Support Scheme in the state is done through 1589procurement centres of 1333 Primary Agriculture Credit Cooperative Societies.
Mill registration for custom milling
According to the guide lines given by State Government for milling of the procured paddy, the miller who wants to conduct milling has to submit application to the District Collector. Registration of the miller, who applied, is done by the Collector after inspection of the mill. Custom milling is done by the registered miller only.
Issue of permit by the Collector
On the application of the registered custom miller, Collector issues the milling permit. For one MT capacity Mill, maximum 3 months permit is issued, in which name of procurement /storage centre having paddy lifting allotment, is mentioned, on the basis of 400 MT per month milling capacity at a time.
Custom Milling Agreement
Once the permit is issued by the Collector, District Marketing Officer of Markfed executes the agreement with Custom Miller in the prescribed proforma on a stamp paper worth Rs. 50.00.
Paddy lifting process by Custom Miller
On execution of the agreement, Delivery Order is issued for lifting the quantity of paddy equivalent to the security amount deposited by Custom Miller, on the basis of 400 MT per month milling capacity at a time. In addition to rice, Bank Guarantee/F.D.R. is also valid towards security.
Against Custom Milling, 67 Kg raw rice and 68 Kg boiled rice per quintal is obtained, which Custom Miller deposits with C.G. State Civil Supplies Corporation and Food Corporation of India directly, on behalf of Markfed. Since Chhattisgarh is a D.C.P. state, a quantity of rice equivalent to the requirement of the state is taken by the state agency Civil Supplies Corporation and the balance quantity is deposited with Food Corporation of India in central pool.
Billing of rice and its payment
Once the rice is deposited with F.C.I. and state agency, bill is prepared and sent to the concerned millers and its payment is obtained. Process of billing of rice supplied to the state agency has also been computerized since 2009-10.
